Târgu Mureș Social Assistance Department announces the organisation of the selection procedure for private partners for the conclusion of a Partnership Agreement for the preparation and submission of a project application for funding under the National Recovery and Resilience Plan;
Component 13 - Social Reforms
Investment I1: Creation of a network of day centres for children at risk of family separation under the National Recovery and Resilience Plan (NRRP);
in accordance with the provisions:
Specific Guide - Conditions for accessing European funds related to the National Recovery Plan and the Resilience.
General requirements that the partner must meet in order to be selected for the partnership for the submission of the application for the future project, and Eligibility criteria are specified in the Specific Guide - Conditions for accessing European funds related to the National Recovery and Resilience Plan under the call for projects PNRR/2022/C13/I1, approved and published on the website of the Ministry of Family, Youth and Equal Opportunities (MFTEȘ).
- Specific objective of the programme
"The investment aims to create approximately 150 social services for the prevention of separation of children from their families, of which at least 10% should be located in communities with a significant Roma population, at the level of municipalities, cities and communes respectively:
- Day centres for children at risk of separation from their parents;
- Day rehabilitation centres for children with disabilities;
- Day centres for counselling and support for parents and children.
The newly established day centres will provide access to social support services to prevent the separation of children from their families for up to 4 500 children. This call is addressed to accredited public social service providers in municipalities, towns and communes, who may set up day centres individually or in partnership with accredited private social service providers in all regions of the country."
- The overall objective of the project
The general objective is to increase the degree of integration and access to social services of disadvantaged groups by setting up a day centre for children at risk of separation from their parents, whose activities will prevent the separation of children from their families and school drop-out.
- Purpose of the application:
The project creates the necessary framework for the development of social services to support the upbringing and care of children in the family by creating an integrated support mechanism for parents to ensure a balance between family and professional life, through the provision of day care services for children (Children's Day Centre), prevention of school dropout through a comprehensive programme of participatory, creative-recreational, child-centred development based on the enhancement and strengthening of school, social and emotional skills of Roma children and children with special educational needs.
- The main activities of the project are:
- Work to prepare the PT and obtain the necessary permits/agreements/CAs for the site development
- Carrying out the works of space arrangement
- Provision of technical assistance services from the designer and site management
- The activity of preparing procurement documents and concluding contracts with economic operators
- Monitoring of concluded procurement contracts and project management
- Purchase of equipment/furniture etc.
- Project management and financial management activity within the project
- Information and publicity activity within the project
- Staff selection and recruitment
- Development of internal procedures and set of documents: ROI, ROF, Monthly records of daily attendance lists, Personal records of beneficiaries, Service records of children
- Selection of the target group to participate in the support actions organised
- Core activities for afterschool education programmes
- Active-participatory, interactive, child-centred activities
- Activities to prevent early school leaving through art, outdoor education and other activities that develop children's talents, team spirit, creativity
- Dining activities
- Outdoor recreational and educational activities
- Activities in which the partner(s) will be involved:
Tenderers shall describe the activities contained in Annex 2.
The partners selected in the project will be involved in the implementation of the main activities:

- Project value
The total value of the project is a maximum of EUR 330,000, calculated at the Inforeuro exchange rate for August 2022, i.e. 1 EURO = 4.9342 lei. Details of the project co-financing are specified in the Applicant's Guide. The estimated budget of the project is max. 330.000 euro (the amount of the request will be defined later with the project partners depending on the activities).
- Partner(s) selection criteria and evaluation grid (including scoring for each criterion)
The selection of the partners will be based on the following documents that the candidates will submit to the Social Assistance Department of Targu Mures, Gheorghe Doja Street, no. 9 - room 8:
- Letter of intent (Annex 1)
- Partner's file (Annex 2)
The 2 documents must comply with the published model and the headings Partner's file be fully completed.
In Letter of intent and in Partner's file Applicants will indicate the activities for which they have the necessary material and human resources and will provide a brief description of the actions proposed within this activity, presenting the aspects considered essential to achieve the expected results and to reach the objectives and contribution to the partnership: plus the value added to the project.
Candidates shall also submit documents proving the truthfulness of the statements made on their own responsibility in Letter of intent and Partner's fileas follows:
- Copy of the accreditation certificate as a social service provider.
- Financial - accounting statements (balance sheet as at 31 December) for the last 3 years showing income to prove the financial capacity to carry out the project activities.
These documents shall be submitted inin copy, signed, stamped and certified as original by the legal representative
- Affidavit (signed and stamped by the legal representative) undertaking to make every effort to ensure the necessary financial and human resources throughout the implementation of the project and to support co-financing;
- Affidavit showing the fulfilment of obligations to pay local taxes and duties, as well as obligations to pay to the general consolidated budget;
- Supporting note on the added value of the partnership;
- Proof of ownership/administration of a space where the project in question can be implemented
These documents shall be submitted in original.
Candidates should submit the documents to the Social Assistance Department of Targu Mures, Gheorghe Doja Street, no. 9 - room 8, within 10 days of the date of publication of the notice, during the following opening hours: Monday-Friday 08:00-12:00.
All required documents shall be submitted in Romanian and shall be submitted in the specified form and within the requested deadline, assumed by the legal representative (signature and stamp), as appropriate.
On the basis of the documentation submitted by the applicants, the Partnership Selection Committee will verify qualification candidates according to Annex 3.
Evaluation of candidates:
Candidates declared admitted will pass into evaluation phase, stage in which it will use Evaluation grid (Annex 4). Applications will be scored from 1 to 100 according to the grid. Candidates who score 65 points or more will be declared admitted. Candidates with less than 65 points will be declared unsuccessful.
- Submission of documents
Organisations interested in taking part in the selection should submit the required documents in a sealed envelope marked: "For the selection of NRRP partner, Component 13, Investment I1: Creation of a network of day centres for children at risk of being separated from their families", at the headquarters of the Social Assistance Directorate of Târgu Mureș, Gheorghe Doja Street, no. 9 - room 8.
- Outcome of the procedure
The result of the selection procedure will be published on the website of the Municipality of Târgu-Mureș by means of a notice (within a maximum of 2 working days by the deadline for submission of applications), which will contain the information contained in the selection notice and information on the successful and unsuccessful applicants/tenderers and the score obtained by each of them, and the selected partners will be contacted directly at the contact details provided in the Partner Sheet.
- Settlement of appeals
Bidders who have not been selected as partners for the application for funding for the project which is the subject of the selection notice may submit, within 1 working day from the date of publication of the list on the website of the Municipality of Targu Mures, appeals which will be resolved by the appeals committee within 2 working days from the date of expiry of the deadline for submission of appeals.
