Reimbursement of accommodation and meals for refugees. Refugees must submit their claims for reimbursement to the Social Welfare Department of Targu Mures within the first 5 working days of July!
The Social Assistance Department of Targu Mures reminds Ukrainian citizens that they can submit their documents for financial support during the first five working days of each month.
Please note that from May 2023 onwards, the financial aid is paid exclusively to Ukrainian citizens in the form of lump sums. Thus, families and single persons, beneficiaries of Council Implementing Decision (EU) 2022/382, will benefit from 1 May 2023, for a single period of maximum 4 consecutive months, from a monthly lump sum to cover accommodation and food expenses.
The amount of the lump sum will be granted such:
- For the first 4 consecutive months, the amount will be made up of a differentiated amount to cover accommodation costs, i.e. 750 lei/month for a single person and 2000 lei/month for a family, and a food allowance of 600 lei/month for each person;
- From the 5th month until the end of 2023, they will receive only 750 lei/month for a single person and 2000 lei/month for a family to cover accommodation expenses.
In order to benefit in the first month from the flat-rate expenses settlement according to the provisions of GD No 368/2023, persons coming from the area of the armed conflict in Ukraine submit the application form at the Social Assistance Department of Târgu Mureș, Registrar's Office (room 8), Gheorghe Doja Street, no. 9, working hours: Monday-Friday: 08:00-12:00, Tuesday and Thursday: 14:00-16:00 or by e-mail: registratura.das@tirgumures.ro, the following documents:
- Application of the family representative or, if applicable, of the single person of full age with declared residence in the Municipality of Târgu Mureș;
- Copy of the residence permit for beneficiaries of Council Implementing Decision (EU) 2022/382 of 4 March 2022 on the existence of a mass influx of displaced persons from Ukraine within the meaning of Article 5 of Directive 2001/55/EC and having the effect of introducing temporary protection, hereinafter referred to as Implementing Decision (EU) 2022/382, issued by the General Inspectorate for Immigration to the applicant and his/her family members;
- Bank account statement opened with a bank in Romania in the applicant's name.
In order to benefit for the next three months out of a maximum of four consecutive months from the lump sum Applicants shall submit, in accordance with the law, the following documents:
- Application of the family representative or, if applicable, of the single person of full age with declared residence in the Municipality of Târgu Mureș;
- Copy of the residence permit for beneficiaries of Council Implementing Decision (EU) 2022/382 of 4 March 2022 on the existence of a mass influx of displaced persons from Ukraine within the meaning of Article 5 of Directive 2001/55/EC and having the effect of introducing temporary protection, hereinafter referred to as Implementing Decision (EU) 2022/382, issued by the General Inspectorate for Immigration to the applicant and his/her family members;
- Bank account statement opened with a bank in Romania in the applicant's name;
- Proof of registration with the County Agency for Employment in order to obtain a job or certificate showing the status of employment in Romania;
- Proof of enrolment of children in study groups/classes/training in pre-primary education establishments, as pre-school, pre-school, pupils or listeners or proof of attendance of activities offered by educational hubs or centres.
From the 5th month until the end of 2023:
- The applicant and his/her family members must be employed;
- Minor children must be enrolled in groups/classes/training courses in pre-university educational establishments, as pre-school, pre-school, pupils or listeners or attend activities offered by educational hubs or centres.
Applications submitted will be processed in the system only if the cumulative conditions are met and Ukrainian citizens present all documents proving that they meet the criteria.
WARNING! The deadline for submitting the application, i.e. the first 5 working days of each month, is the deadline for forfeiture of the right to the lump sum mentioned above.
Who is the exception?
In order to validate the category of exempted persons, Ukrainian citizens shall present the following documents, as appropriate:
- Proof of attendance of a form of higher education accredited in Romania for students/masters;
- Disability classification certificate issued by the Romanian Commission for the Evaluation of Adults with Disabilities for people with disabilities;
- Residence permit showing persons over 65 years of age;
- Child's birth certificate attesting that the person is raising or caring for a child up to 2 years of age;
- Child's birth certificate + disability classification certificate issued by the competent structure in the case of a child with disabilities aged up to 3 years.
