Târgu Mureș Social Assistance Directorate - part of the digitization project services
and social assistance benefits
The Local Council of Târgu Mureș approved the conclusion of a cooperation protocol between the Ministry of Labour and Social Solidarity and the Local Authority of Târgu Mureș, within the project "HUB de Servicii MMSS - SII MMSS", MySmis Code 130963.
Through it, the Social Welfare Department of Targu Mures is responsible for the administration and use of the modules of the IT system that will be created and developed within the project, together with the other administrative-territorial units in the country.
Specifically, it is an integrated IT system that will allow citizens to interact online with all central and local public institutions in the field of social assistance by accessing the MMPS portal.
The project "MMSS Service HUB - SII MMSS" will allow:
- Online submission of applications for social assistance benefits and social services through a single point of contact with the citizen - the MMSS portal;
- Creation of the e-Social Assistance module/platform;
- The possibility for any citizen or business to consult the files online;
- The creation of electronic files of social service beneficiaries and, implicitly, the optimization and modernization of the work of social workers, through the implementation of a case management module, including the collection/entry of data through mobile terminals (e.g. for social investigation), which will also allow the creation and consolidation of various electronic forms and the creation of interoperable electronic databases (at the level of the CNP) for the different types of services.
Within the framework of the project, the Ministry of Labour and Social Solidarity will provide the territorial administrative unit, namely the Directorate of Social Assistance Târgu Mureș, with a package of minimum necessary equipment, including technical documentation, installation and configuration of hardware equipment, integration of components and operationalization of the installed infrastructure. At the same time, 2 persons from the Directorate will receive the equipment package and will be trained on the administration and use of the modules of the IT system to be created and developed within the project.
The project to digitise social assistance in Romania has a total value of over 133 million lei (approximately 27 million euros), is co-financed by the European Regional Development Fund through the Competitiveness Operational Programme 2014-2020 and will be implemented until the end of 2023.
