Profile

The social service "Night Shelter" - code 8790CR-PFA-II, is a licensed service within the
Social Assistance Department of Târgu Mureș, located in Târgu Mureș, street
36, Rosemary, Mures county.

The social service "Night Shelter" was established by HCL no. 103/16.12.1997, within the framework of the
Public Social Assistance Service, reorganized into the Social Assistance Department of Targu Mures
by HCL no. 222/30.08.2018. 

The social service operates in accordance with the provisions of the general framework for organisation and
functioning of social services, regulated by Law No 292/2011 with amendments and additions
Order No 29 of 3 January 2019 approving the Minimum Quality Standards
for the accreditation of social services and Decision No 867 of 14 October 2015 approving the
Nomenclature of social services, as well as the framework regulations for the organisation and operation of social services. 

The minimum quality standard applicable is that for social services with accommodation on a
indefinitely organised as night shelters. 

Objectives

• Respecting and promoting the interest of the beneficiary as a priority;
• Protecting and promoting the rights of beneficiaries in terms of equal opportunities and treatment, equal participation, self-determination, autonomy and personal dignity;
• Ensuring protection of beneficiaries against abuse and exploitation;
• Openness to the community;
• Constant concern to identify solutions for integration/reintegration into the family or, where appropriate, the community;
• Encouraging individual initiatives of beneficiaries and their active involvement in resolving situations of difficulty;
• Ensuring confidentiality and professional ethics.

Description of services provided

• Overnight shelter - includes providing overnight accommodation for homeless adults;
• Sanitation and deworming - includes the provision of appropriate materials and conditions for carrying out personal hygiene;
• Social counselling - is provided by the social worker (inspector) and consists of providing information on the social services provided, guidance (accompaniment in case of need) to various institutions to obtain social benefits to which he/she is entitled by law, support to restore expired/lost identity documents, etc.;
• Professional counselling - constă în informarea și sprijinul cu privire la modul în care pot afla despre existenţa unor locuri de muncă vacante, modul de întocmire a unui CV, modul de susţinere şi de prezentare la un interviu cu angajatorul,  informare despre existenţa cursurilor de calificare şi reconversie profesională puse la dispoziţie de AJOFM Mureș sau de către alte instituţii de profil;
• Medical services - constau în consiliere și sprijin pentru soluționarea problemelor de ordin medical cum ar fi: demersuri privind introducerea în sistemul național de asigurări de sănătate, înscrierea la un medic de familie, orientare și programare către instituții medicale specializate sau pentru internare în centre de îngrijire, etc.

Purpose

Overnight accommodation, information, counselling, social insertion/reintegration activities and other
administrative activities for homeless adults who had their last stable residence in the Municipality of Târgu Mureș and who, at the time of applying for the social service, are unable to provide any kind of shelter on their own and have no relatives who could accommodate them.  

Conditions for access to services

The admission of beneficiaries to the Social Service "Night Shelter" is subject to specific conditions, in accordance with the approved budget and the capacity of the service building, as follows:

• Applicants must submit their own application at the Registrar's Office of the Social Assistance Department of Targu Mures, located at Gheorghe Doja Street, no. 9, ground floor, room 8; they are brought to the headquarters of the Night Shelter and handed over by the S.M.U.R.D. Service, the Targu Mures Police or the Local Police;
• They had their last stable residence in the Municipality of Târgu Mureș or they come from foster homes in the Municipality of Târgu Mureș;
• At the time of the request for assistance, they have no shelter of any kind, they are unable to provide their own and have no relatives or relatives who could accommodate them;
• Beneficiaries must be physically independent, not suffering from serious illnesses that do not allow them to attend communities (in the first phase assumed by affidavit);
• Those coming from other localities (in emergency situations), a maximum period of 7 days;
• Admission is determined following the initial assessment (social survey), on the proposal of the case manager, by an act approved by the directorate management.

Conditions for termination of social services

• At the initiative of the beneficiary;
• At the end of the agreed/approved period of assistance;
• In case of no-show for 10 days, unannounced;
• Verbally or physically aggressive behaviour towards staff or other beneficiaries observed by documentary evidence;
• Disinterest or lack of cooperation in the social insertion/reintegration process;
• Failure to comply with the regulations.

Conditions for refusing access to services

• Failure to comply with the conditions laid down in the service's organisational and operational rules;
• Lack of available seats;
• Failure to provide medical evidence that the applicant does not suffer from contagious diseases or is able to frequent the community.

Obligations of the social service provider

• Respect fundamental rights and freedoms without discrimination on the basis of race, sex, religion, opinion or any other personal or social circumstance;
• Ensure confidentiality of information provided and received;
• Guarantee dignity, privacy and respect for private life;
• To ensure the participation of the beneficiary in the decision-making process in the provision of social services and to take an active role in the establishment of the social integration/reintegration programme;
• To ensure the participation of beneficiaries in the evaluation of social services received;
• To ensure the continuity of the social services provided, as long as the conditions which gave rise to the situation of difficulty are maintained, without exceeding the framework established by the Rules of Organisation and Operation;
• All special rights should be respected in the case of people with mild disabilities;
• To ensure the sanitation of bed linen/toweling provided to the beneficiary (including personal linen) according to the schedule.

Obligations of the beneficiary

• Provide factual and accurate information on identity, family, social, medical and economic situation;
• To participate, on a compulsory basis, in the process of providing social services in order to resolve their own situation. Otherwise, the beneficiary risks the interruption of social services;
• Communicate any changes in their personal situation;
• Respect the staff, security guards and other beneficiaries;
• To accept roommates;
• To respect the daily schedule of services offered;
• To have medical tests (VDRL and MRF) carried out within 3 working days and to declare honestly all illnesses they suffer from;
• Behave in a civil and respectful manner;
• Not be intoxicated or under the influence of drugs (solvents);
• Do not consume alcoholic beverages or drugs on the premises;
• Do not bring furniture, appliances, dangerous objects or substances into the shelter;
• To comply with the administrative programme of operation and planning of activities;
• Do not destroy or steal the shelter's inventory;
• Smoke only in the designated area;
• Keep the shelter tidy, clean and use the goods provided as intended;
• Participate in cleaning as planned (inside and outside the building), in the room and common areas (hallways, laundry/shower rooms, toilets, etc.);
• To respect the personal hygiene program established by the shelter staff;
• Keep the peace;
• Sexual relations are forbidden in the shelter, men are forbidden in the women's rooms and women are forbidden in the men's rooms.
