Introduction
The elderly person who is at risk from a socio-medical point of view and wishes to draw up a social inquiry regarding admission to a care and assistance centre must complete an application accompanied by a series of documents attesting the person's degree of dependency or the need for institutional care services, in accordance with:
- Law No 17/2000 on social assistance for the elderly, republished, as amended and supplemented;
- Law No 448 of 2006 on the protection and promotion of the rights of persons with disabilities, as amended and supplemented.
Eligibility criteria
The Social Assistance Department of Targu Mures carries out the assessment for people who meet the following criteria:
- They are of legal retirement age;
- They are domiciled in Târgu Mureș;
- They have no housing and no possibility to secure housing conditions from their own resources;
- Does not have a family or is not dependent on a person or persons obliged to support him or her under the legal provisions in force;
- They do not earn their own income or it is not sufficient to provide the necessary care;
- They cannot manage themselves or require specialised care;
- They are unable to provide for their socio-medical needs due to illness or physical or mental condition.
Required documents the socio-economic assessment process for admission to a care and social assistance centre
The initial assessment of the Social Assistance Directorate of Targu Mures starts when the following documents are in place:
- Application for the preparation of a social enquiry with a view to admission to a care and assistance centre containing the following: name, surname, address, telephone number and signature of the applicant and the date of application;
- Identity card (copy);
- Pension coupon (copy);
- Recommendations and/or assessments of the family doctor/specialist (in copy);
- Medical certificate/medical certificate (copy);
- Other documents (if applicable).
Procedure on the drawing up of a social survey for the admission to a care and social assistance centre of elderly people who apply to the Social Assistance Directorate of Targu Mures
The standard application form, filled in by the elderly person or by his/her representative/family member/other person, as the case may be, in the case of the elderly person who is not mobile, shall be submitted to the Social Assistance Department of Târgu Mureș, Gheorghe Doja Street, no. 9, room 8 (Registration) or online at the e-mail address: registratura.das@tirgumures.ro.
The applications, accompanied by the necessary documents stipulated above, will be taken by the inspectors of the Department for Adults and Elderly Persons.
A team of two inspectors will go to the applicant's home to assess the socio-medical situation in order to draw up the social inquiry.
After the initial assessment, the inspectors of the Department for Adults and the Elderly will draw up the social enquiry, which will be handed to the elderly person, accompanied by list of care and assistance centres in Mures county. From the list provided, the beneficiary will choose the social service provider they want and then contact them.
