style=\"font-weight: 400;\">The \"Rozmarin\" Day Centre (CZR) operates in compliance with the provisions of the general framework for the organisation and functioning of social services regulated by:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Law No 292\/2011 on social assistance, as amended;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Law No 272\/2004, republished, on the protection and promotion of the rights of the child, as amended;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Law No 197\/2012 on quality assurance in social services, as amended;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">O.U.G. no. 68\/2003 on social services, as amended, and other secondary legislation applicable to the field;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Order of the Ministry of Labour and Social Justice No 27\/2019 on the approval of minimum quality standards for day social services for children.<\/span><\/li><\/ul><h2><span class=\"ez-toc-section\" id=\"Principiile_specifice_care_stau_la_baza_prestarii_serviciilor_sociale_in_Centrul_de_Zi_%E2%80%9ERozmarin\"><\/span>Specific principles underlying the provision of social services in the \"Rozmarin\" Day Centre<span class=\"ez-toc-section-end\"><\/span><\/h2><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Respect and promote the interest of the beneficiary as a priority;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Protecting and promoting the rights of beneficiaries in terms of equal opportunities and treatment, equal participation, self-determination, autonomy and personal dignity, and taking non-discriminatory and positive action with regard to beneficiaries;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ensuring protection against abuse and exploitation of the beneficiary;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Openness to the community;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Assisting people without legal capacity to realise and exercise their rights;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ensuring appropriate role models and social status by having a mixed staff at the centre;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Listening to the opinion of the beneficiary and taking it into account, taking into account, where appropriate, his\/her age and degree of maturity, discernment and capacity for exercise, while respecting the legal provisions on mental health and the protection of persons with mental disorders;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Promoting a family model of care for the beneficiary;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Providing individualised and personalised care for the beneficiary;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ensuring professional intervention by multidisciplinary teams;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ensuring confidentiality and professional ethics;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Making family members, legal representatives responsible for exercising rights and fulfilling maintenance obligations;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The primary responsibility of the individual, the family with regard to the development of their own social integration capacities and their active involvement in solving the situations of difficulty they may face at a given time;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Collaboration of the centre with other social welfare services.<\/span><\/li><\/ul><h2><span class=\"ez-toc-section\" 8891CZ-C-II) acord\u0103 beneficii de asisten\u021b\u0103 social\u0103 pentru sus\u021binerea copilului cu v\u00e2rsta cuprins\u0103 \u00eentre 3 \u0219i 9 ani, precum \u0219i a familiei.\u00a0 Centrul asigur\u0103:<\/span><\/p><ul><li><span style=\"font-weight: 400;\">men\u021binerea, refacerea \u0219i dezvoltarea capacit\u0103\u021bilor copilului \u0219i ale p\u0103rin\u021bilor s\u0103i, pentru dep\u0103\u0219irea situa\u021biilor care ar putea determina separarea copilului de familia sa, precum \u0219i prevenirea abandonului \u0219colar din motive economice, a marginaliz\u0103rii \u0219i excluderii sociale prin realizarea, pe timpul zilei, a unor activit\u0103\u021bi de consiliere psihosocial\u0103 \u0219i suport emo\u021bional, supraveghere, \u00eengrijire, educare \u0219i dezvoltare timpurie, asisten\u021b\u0103 medical\u0103, dup\u0103 caz, suport pentru dezvoltarea abilit\u0103\u021bilor pentru via\u021b\u0103 independent\u0103, socializare \u0219i petrecere a timpului liber, reintegrare comunitar\u0103, orientare voca\u021bional\u0103, con\u0219tientizare \u0219i sensibilizare a popula\u021biei, oferire de mas\u0103 cald\u0103.<\/span><\/li><\/ul><h2><span 400;\">Direct beneficiaries: children aged between 3 and 9 years old coming from disadvantaged families, at risk of family and school abandonment, but also at risk of social style=\"font-weight: 400;\">The social services of local public interest offered through the \"Rosemary\" Day Centre are:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Transport zilnic, gratuit, al beneficiarilor \u00eentre domiciliu \u0219i Centrul de zi;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Care, education and recreation-socialisation;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Providing food for the child during the activities in the centre;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Support, counselling, education for parents or legal representatives of children;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Development of independent living skills, school orientation;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Health surveillance, medical assistance, care and assistance to beneficiaries;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Favourable climate for personal development;<\/span><\/li><li style=\"font-weight: 400;\" applicable);<\/li><li>Vaccination sheet containing the full vaccination schedule;<\/li><li>Copies of identity documents (child\/parent\/representative);<\/li><li>Proof of income earned by the parent\/representative;<\/li><li>Certificate from the educational establishment attended by the child;<\/li><li>Marriage certificate, divorce decree, parents' death certificate (depending on the case);<\/li><li>Other documents relating to the family situation.<\/li><\/ul><h2><span class=\"ez-toc-section\" id=\"Criterii_de_selectie_pentru_admiterea_in_centru\"><\/span>Selection criteria for admission to the centre<span class=\"ez-toc-section-end\"><\/span><\/h2><ul><li><span style=\"font-weight: normal;\">Permanent or temporary lack of sufficient income to support oneself and to meet daily needs;<\/span><\/li><li><span style=\"font-weight: normal;\">Risk of institutionalisation of children;<\/span><\/li><li><span style=\"font-weight: normal;\">Risk of family and school drop-out;<\/span><\/li><li><span style=\"font-weight: normal;\">To be social workers;<\/span><\/li><li><span style=\"font-weight: normal;\">There must be a situation of vulnerability\/hardship that requires support and assistance from the local community to overcome (obvious disproportion between the level of financial\/material resources and the real needs of the family; serious medical situations in the beneficiary's family that affect the work capacity of the beneficiary's legal representatives);<\/span><\/li><li><span style=\"font-weight: normal;\">The possibility of worsening family housing problems, etc.\u00a0<\/span><\/li><\/ul><h2><span class=\"ez-toc-section\" id=\"Conditii_de_incetare_a_serviciilor_Centrului_de_Zi_%E2%80%9ERozmarin\"><\/span>Conditions for the termination of the services of the \"Rosemary\" Day Centre<span class=\"ez-toc-section-end\"><\/span><\/h2><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The objective refusal of the beneficiary to continue receiving social services, expressed directly or through a representative;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The beneficiary has moved to another administrative-territorial unit;<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Repeated non-compliance by the beneficiary with the CZR's internal rules of order (DAS);<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\">Infringement by the centre of the legal provisions on social services, if invoked by the beneficiary;<\/li><li style=\"font-weight: 400;\" aria-level=\"1\">Withdrawal of CZR's operating licence or accreditation;<\/li><li style=\"font-weight: 400;\" aria-level=\"1\">Limitation of CZR accreditation, if service delivery to the beneficiary is affected;<\/li><li style=\"font-weight: 400;\" aria-level=\"1\">Change in the
