The Directorate of Social Assistance Targu Mures receives applications for the application of the provisions of O.U.G. no. 34 of 11 April 2024 on some measures to support disadvantaged categories of mother-baby couples with electronic social vouchers granted from non-reimbursable external funds for newborns, to amend Law no. 227/2015 on the Fiscal Codeas well as the extension of a deadline. Thus, disadvantaged mothers, i.e. those with low incomes, those in critical life situations or minors in the Municipality of Târgu Mureș, whose children are up to 3 months old will benefit once only, from electronic social vouchers for 2.000 lei, with funding from the Social Inclusion and Social Dignity Programme 2021-2027 in accordance with the PoIDS 2021-2027 eligibility rules.
Type of beneficiaries
- Mothers who are established, by written order of the mayor, as entitled to any of the components of the minimum inclusion income (MI);
- Mothers with disabilities;
- Mothers temporarily in critical life situations, i.e. victims of disasters, domestic violence, who are in a particularly vulnerable situation or in other conditions of risk, as determined by a social investigation carried out by the public authorities responsible for social assistance at the request of the person at the request of a third party;
- Mothers without ID;
- Underage mothers;
- Mothers who do not have Romanian citizenship, foreign citizens or stateless persons from areas of armed conflict.
In all cases, mothers will receive financial assistance only for children born after 12 April 2024 (date of entry into force of GEO 34/2024) and if the period of three months following the birth of the child is not exceeded. In fact, this is also the definition established by the ordinance for newborns: the child up to three months old. The maximum age of three months for the newborn is verified at the time of identification of the mother-newborn couple by the local public administration authorities.
Required documents
The files must be submitted at the Social Welfare Directorate Târgu Mureș, Gheorghe Doja Street, nr. 9 (schedule: Monday-Friday 08:00-12:00, Tuesday and Thursday from 14:00-16:00) or can be sent electronically to the e-mail address: registratura.das@tirgumures.ro, accompanied by the following documents, both original and copy:
- Typical request;
- Birth certificate of the minor mother;
- Child's birth certificate;
- Certificate of disability, if applicable;
- Affidavit of the mother who does not have ID and the reason why she does not have it;
- Other documents deemed necessary.
Other clarifications
- With the money received, mothers will be able to buy specific products for the newborn's trousseau necessary for the newborn's care, namely diapers, products for the newborn's toilet, clothing for the newborn, and sanitary and medical items for the mother-newborn couple.
- Newborn electronic social vouchers issued do not allow cash withdrawal or cash redemption.
- The electronic Social Voucher for Newborns is issued only once for a newborn. It can only be used in Romania, within the validity period and only for purchasing the newborn care products for which it was issued.
- The electronic social voucher for newborns has a validity period. It can be used by the final recipients within six months from the date of issue without being understood that this is the validity period of the electronic medium.
- The electronic social vouchers for newborns are used during their period of validity. Any unused amounts remaining from the electronic social vouchers for new-born children shall be returned to the beneficiary by the issuing unit within 30 days of the expiry date of their validity.
- The unit issuing electronic social vouchers for newborns is obliged, when issuing them, to ensure the necessary measures so that the final recipients can identify and know the network of establishments affiliated to them, within the radius of their place of residence.
