- Create access conditions for all types of services appropriate to the individual needs of people with disabilities;
- Ensures the legal rights of persons with disabilities for whom he/she is directly responsible and monitors compliance with the rights of persons with disabilities at the level of the administrative-territorial unit;
- Identifies social, individual and family needs for severely disabled people with attendant care allowance;
- It is responsible for advising and informing people with disabilities and/or their carers, who will contact the department in person or by telephone in order to solve problems;
- Ensures the legal rights of severely disabled persons (recipients of attendant's allowance) for whom he/she is directly responsible and monitors the respect of their rights.
The Allowance Records Department of the Special Protection Service is responsible for keeping records of monthly allowances for severely disabled persons with personal assistants or their legal representatives according to Art. 42 para. (4) and art. 43 para. (1) of Law No 448/2006, republished.
According to Art. 42, para. (4) of Law No 448/2006 republished, as subsequently amended and supplemented, "parents or, where appropriate, legal representatives of a severely disabled child, the person or family who has taken into care a severely disabled child, severely disabled adults or their legal representatives, with the exception of the severely visually impaired, may choose between a personal assistant and a monthly allowance".
The option is expressed by a written request to the General Directorate of Social Assistance and Child Protection Mures and becomes valid only on the basis of their written agreement.
The monthly allowance can be claimed by: people with disabilities/their legal representatives, who are domiciled or reside in Târgu Mureș. The accompanying person's allowance may also be claimed for severely disabled persons admitted to a private or public/private residential care and rehabilitation centre.
The monthly allowance is granted from the month following the month in which the application is submitted and ceases with the month following the month in which the disabled person no longer meets the conditions that led to the establishment of the right, as provided for by law.
The monthly allowance is paid for the duration of the validity of the certificate of classification in the severe degree of disability of the minor, issued on the basis of the decision of the Commission for the Protection of Children/certificate of classification in the severe degree of disability of the Commission for the Evaluation of Adults with Disabilities. This can be requested by postal order or bank account.
The applicant: the disabled person/legal representative/other person, will sign a declaration in which he/she assumes the obligation to inform the Social Assistance Directorate of Targu Mures, within 48 hours, of any change that may influence the granting of the right. (Form 02.)

In order to receive the monthly allowance, eligible persons must submit the following documents to the Social Assistance Department of Targu Mures or by e-mail:

- Communication on DGASPC Mures agreement;
- Copy of the Certificate and Decision of the Commission for Child Protection regarding the classification of the child as severely disabled;
- Copy of the birth certificate/identity card of the disabled minor;
- Copy of ID card/ID card of parent/legal representative and family members;
- Copies of medical records of the diagnosis of the disabled minor;
- Proof of income;

Documents required for granting the monthly allowance for legal representatives of disabled adults
- Application for monthly allowance for legal representatives of disabled adults (Application form 04.);
- Communication on DGASPC Mures agreement;
- Copy of the Certificate of classification as severely disabled, issued by the Commission for the Evaluation of Adults with Disabilities;
- Copy of the Guardianship Order/Court Order for appointment of guardian;
- Copy of the ID card of the disabled person;
- Copy of the ID card of the legal representative and family members;
- Copies of medical records of the diagnosis of the disabled person;
- Proof of income;
- Proof of the disabled person's admission to a private or public/private residential care and rehabilitation centre (if applicable);

- Application for the adult monthly allowance (Application form 05.);
- Communication on DGASPC Mures agreement;
- Copy of the Certificate of classification as severely disabled, issued by the Commission for the Evaluation of Adults with Disabilities;
- Copy of the ID card of the disabled person;
- Copy of ID card/ID card of family members;
- Copies of medical records of the diagnosis of the severely disabled person;
- Proof of income;
- Proof of the disabled person's admission to a public residential centre (if applicable);

Extension of entitlement to monthly allowance
Eligible persons should submit the following documents to the Social Welfare Department of Targu Mures or by e-mail:
- Application for extension of entitlement to monthly allowance (Application form 06.)
- Copy of the Certificate and Decision on the classification as severely disabled, issued by the Commission for Child Protection / Copy of the Certificate of classification as severely disabled, issued by the Commission for the Evaluation of Adults with Disabilities.
Change of residence or domicile of the disabled person/legal representative, admission of the disabled person to a private or public/private residential care and rehabilitation centre, or other reasons
SApplicants should submit their application to the Social Assistance Department of Targu Mures or by e-mail:
- Request (Application form 07.);
- Copy of the identity card of the disabled person/legal representative (if applicable);
- Certificate with the date of admission to the centre.
Requesting payment of the monthly allowance by bank account
The disabled person/legal representatives will submit the application to the Social Assistance Department of Targu Mures or by e-mail:
- Application for payment of monthly allowance by bank account (Application form 08.);
- Copy of the bank statement of the disabled person/legal representative.
