- GD no. 691/2015 for the approval of the Procedure for monitoring the upbringing and care of children with parents working abroad and the services they can benefit from, as well as for the approval of the Working Methodology on the collaboration between the general directorates for social assistance and child protection and the public social assistance services and of the standard model of the documents drawn up by them, as well as of other secondary normative acts applicable to the field;
- Order of the Ministry of Labour and Social Justice No 27 of 3 January 2019 on the approval of minimum quality standards for social day services for children.
Activity description
CCS (social service code 8899CZ-F-I), operates together with the Day Centre "Rozmarin" (CZR) and consists of providing social assistance benefits through counselling services for children and parents, supporting parents to cope with psychosocial difficulties affecting family relationships, for the development of parenting skills, for the prevention of child separation from the family, complementary services to other child protection services.
Services offered
Information
- Provides beneficiaries with practical information about parenting and education, legal information, medical information, information about other services and programs.
Advice and guidance:
- Partnership in parenting and education is the main feature of the approach to family activities;
- Individualized counselling programmes based on the major problems faced by the family, particularly in relation to the exercise of the family's educational role;
- Counselling: social, psychological, legal, job search, etc., carried out both at the centre and at the family's home.
Beneficiaries
- Families at risk of abandonment, abandonment or institutionalisation;
- Families whose children benefit from CZR services;
- Families whose children are institutionalised;
- Families in a crisis situation (with separated parents, parents working abroad, children with special educational needs, etc.);
- Families (natural, foster or adoptive) seeking counselling for raising and educating children;
- Families with the possibility of adoption, future parents or children.
Conditions for access to CCS
Case detection is done by:
- Direct address (family request);
- Referral from another service (from DAS Târgu Mureș, DGASPC Mureș or other authorized institutions);
- Social surveys, visits to schools, foster homes, hospitals, etc.
The evaluation procedure, followed by the proposal of the service package to the beneficiary, involves:
- Drawing up the interdisciplinary intervention plan, including scheduling psychosocial surveys, interviews with the psychologist, counselling or information sessions, estimating the duration of the intervention, etc..;
- Periodic assessment of cases according to the times established in the intervention plan;
- Monitoring of cases through the monitoring file.
Conditions for termination of CCS services
- The objective refusal of the beneficiary to continue receiving social services, expressed directly or through a representative;
- The beneficiary has moved to another administrative-territorial unit;
- Repeated failure by the beneficiary to comply with the social service provider's internal rules;
- Breach by CCS of the legal provisions on social services, if invoked by the beneficiary;
- Withdrawal of the operating licence or CCS accreditation;
- Limitation of CCS accreditation to the extent that it affects the delivery of services to the beneficiary;
- Change in the scope of the CCS.
