The Social Assistance Directorate of Targu Mures is the public institution specialized in the administration and provision of social assistance benefits and social services, established under the Local Council of the Municipality of Targu Mures, by HCL no. 222/30.08.2018, as a social assistance directorate, with legal personality, with the purpose of ensuring, at the level of the municipality, the implementation of social policies in the field of child, family, elderly, disabled persons, as well as other persons, groups or communities in social need.
The object of activity of the service is the implementation of all measures, programmes, professional activities, specialised services to protect individuals, families, groups and communities with special problems in difficulty and at social risk, in order to prevent, limit or eliminate the temporary or permanent effects of situations that may lead to marginalisation or social exclusion of these vulnerable groups.
Personal data is any information relating to an identified or identifiable natural person (data subject); an identifiable natural person is a person who can be identified, directly or indirectly, in particular by reference to an identifier, such as a name, an identification number, location data, an online identifier, or to one or more factors specific to his or her physical, physiological, genetic, mental, economic, cultural or social identity.
In order to carry out its duties, the Targu Mures Social Assistance Directorate is obliged to collect from applicants for specific services adequate, relevant and non-excessive personal data, only for legitimate purposes, namely: the applicant's name and surname and, where applicable, those of family members, gender, date and place of birth, nationality, personal numerical code, identity card, signature, data from civil status documents, telephone, home or residence address, e-mail, profession, place of work, professional training, family situation, economic and financial situation, habits, preferences, behaviour, image, etc.
In order to comply with the principle of transparency guaranteed by the provisions of Regulation (EU) 2016/679 on the protection of individuals with regard to the processing of personal data and on the free movement of such data and repealing Directive 95/46/EC, we assure you that our institution processes these data in compliance with the principles of lawfulness, fairness, transparency, minimisation and security of these data.
The processing of personal data is carried out by manual and automated means, in compliance with legal requirements and under conditions that ensure their security.
Please be informed that you are obliged to provide the data, which are necessary for the provision of social benefits/services, and your refusal to provide the personal data to the controller will make it impossible to provide the requested social benefits/services. The recorded information is intended to be used by the Social Welfare Directorate Târgu Mureș and may be communicated to the following recipients: the data subject/legal representatives of the data subject, staff of the Social Welfare Directorate Târgu Mureș, central and local public authorities, social, health and education services, banking companies, educational institutions, associations and foundations accredited for social services, employment agencies, courts, criminal investigation bodies.
Please note that data subjects have the following rights in the context of the processing of personal data:
- The right to informatione = the right of the data subject to be informed of the identity and contact details of the controller and the data protection officer, the purposes for which the data are processed, the categories of personal data concerned, the recipients or categories of recipients of the data, the existence of the rights provided for in the legislation on the protection of personal data for the data subject and the conditions under which they can be exercised;
- Right of access to data= the right of the data subject to obtain from the data controller (on request and free of charge) confirmation as to whether or not personal data concerning him or her are being processed by the controller;
- Right to rectification= the right of the data subject to obtain from the controller, without undue delay, the rectification of inaccurate personal data concerning him or her. Taking into account the purposes for which the data have been processed, the data subject has the right to obtain the completion of personal data which are incomplete, including by providing an additional statement;
- Right to erasure of data= the right of the data subject to obtain, on request and free of charge, insofar as the conditions laid down by law are met, the erasure of personal data relating to that person;
- Right to restrict processing= the right of the data subject to obtain, on request and free of charge, insofar as the conditions laid down by law are met, the marking of stored personal data in order to limit further processing;
- Right to data portability= the right of the data subject to receive, on request and free of charge, personal data in a structured, commonly used and easily readable format, and the right to have such data transferred by the Târgu Mureș Social Welfare Directorate to another data controller, provided that the conditions laid down by law are met;
- The right to oppose= the right of the data subject to object at any time, on compelling legitimate grounds relating to his or her particular situation, to the processing of personal data relating to him or her, provided that the conditions laid down by law are met;
- The right not to be subject to an individual decision= the right of the data subject to request and obtain the withdrawal, annulment or review of any decision based solely on processing by automatic means which produces legal effects concerning the data subject or similarly affects him or her to a substantial extent;
- The right to apply to the courts or the National Supervisory Authority for Personal Data Processing= the right of the data subject to lodge a complaint with the National Supervisory Authority for Personal Data Processing or to apply to the courts for the defence of any rights guaranteed by the applicable legislation on the protection of personal data which have been infringed.
- You also have, the right to withdraw consent to the processing of personal data, but this decision entails the termination of the benefit/service/entitlement you have been granted.

We inform you that technical and procedural measures are in place to protect and ensure the confidentiality, integrity and accessibility of your personal data processed. To this end we will prevent unauthorised use or access, as well as breach of security of personal data, in accordance with applicable law.
