Organisation of the examination for promotion in professional grade of civil servants.
The examination will take place at the Social Assistance Department of Targu Mures, Gheorghe Doja Street no. 9, on 14 October 2024, 10 o'clock00, written test.
The interview will be held no later than 5 days after the written test.
The application files can be submitted at the institution's headquarters within 20 days from the date of publication of the announcement on the institution's website, between 13.09.2024 - 02.10.2024 and will contain the documents provided for in GEO 121/2023.

Conditions for participation in the promotion examination
- have at least three years' seniority in the professional grade of the public office from which they are promoted;
- have obtained at least a "good" grade in the evaluation of individual performance in the last 2 years of activity;
- not have an unpaid disciplinary sanction under the terms of this Code.

Duties for the executive public post of Inspector class I, higher professional grade at Monitoring personal assistants for people with disabilities from the Special Protection Service of the Targu Mures Social Assistance Department
- Ensures the creation of the database and documents in the field of Law 448/2006 specific to the activity, the computerised drafting, respectively the multiplication and dispatch of issued documents
- Ensures the record-keeping and distribution of incoming and outgoing correspondence, as well as the current archiving and storage of service documents, in compliance with the relevant legal regulations
- Keep track of personal assistants and people with severe disabilities in care, using the Connect X programme
- Draws up reports and orders for the employment, suspension or termination of employment of personal assistants
- Draws up addresses, statistical statements and other documents for collaborating institutions, concerning personal assistants and severely disabled persons in their care
- Monitor monthly activity reports of personal assistants
- Keeping records of the rest leave of personal assistants and of the allowances paid to severely disabled persons or their legal representatives for the period during which the personal assistant is scheduled to take annual leave
- The Budget-Accounts Service is responsible for ensuring that the necessary financial resources are provided by the Budget-Accounts Service to pay the salaries of personal assistants
- Collects and provides data required for the preparation of reports, briefings or other activity specific material
- Carries out regular checks at the homes of people with disabilities who are receiving personal assistants, to check how the contractual terms and conditions and the duties set out in the job description are being complied with, and draws up a report of the findings, including proposals in the event of irregularities, so that action can be taken within the legal framework
- Carries out social enquiries under the guidance of the Head of Service, based on the specific needs of the applicants, which will include the social, medical and economic assessment of the person concerned, making proposals based on the findings.
- Under the guidance of the Head of Service, organises regular training for personal assistants
- Co-operates with NGOs and religious denominations, in accordance with the co-operation agreements concluded with them.

Duties for the function for the post of First Class Inspector grade senior professional at the Social Protection Service of the Social Assistance Directorate of Targu Mures
-Preception of the public, in accordance with the programme approved by the management.
-Ensuring the records of the correspondence received through ConectX, respectively the current archiving and storage of service documents, in compliance with the legal regulations in the field. -Verification of the veracity and authenticity of all documents submitted for the granting of the right to: the granting of amounts from the local budget in the form of social assistance benefits, VMI, emergency aid, funeral aid, social canteen, home heating aid, POAD, settlement of expenses for meals and accommodation of refugees from the area of the armed conflict in Ukraine, and other social benefits based on the laws in force. -Carrying out social enquiries on the basis of the specific needs of each person, in compliance with the forms and communicating to the applicants within the legal deadline. The enquiry will include the social, medical and economic assessment of the applicant; proposals will be made for the granting of social benefits or social services, or other relevant proposals based on the laws in force. -Counselling people who contact the service on the social benefits to which they are entitled. - Drawing up proposals with the necessary amounts to ensure payments for social benefits and any other categories of payments that will occur during the financial year, tracking and recording payments made by the Financial Accounting, Human Resources, Payroll, Procurement, Administrative, Logistics, IT. -Drawing up the reports and draft orders, draft orders, payment slips, pay slips, nominal pay slips, replies to requests/addresses assigned hierarchically, on time and in compliance with the legal deadlines. -Transmission of provisions, reports, centralisers, enquiries, applications and supporting documents to the Mures County Agency for Payments and Social Inspection within the legal deadline for payment. -Database entry and permanent control of social benefits records. -Run regular checks at the homes of social assistance beneficiaries, in order to ascertain on the spot any changes in their situation, which would result in the modification of the social assistance measures they receive. -Collaboration with various services within the municipality for the smooth running of the activity. Co-operation with institutions in the municipality and in the county, in the specific issues of the activity: the Municipality of Tirgu Mures, Mures City Council, Mures County Agency for Social Payments and Inspection, A.J.O.F.M. Mures, A.N.A.F.Mures, D.G.A.S.P.C Mures, Mureș County School Inspectorate, Mureș County Council, Mureș County Prefecture, Mureș County Pension House, Schools, Kindergartens, NGOs, religious denominations, as well as any other institutions with which collaboration is required for the proper conduct of business and the proper fulfilment of service duties. -Compliance with operational procedures, SCIM for service specific activities -Responsible for risk management and compliance with the measures established to mitigate the risks related to the activities of the service. -Responsible for the observance of the established measures to reduce the consumption of gas, electricity, sewage, domestic/rainwater. -Fulfillment of other duties established by law or other normative acts, by resolutions of the Municipal Local Council, mayor's dispositions or received by hierarchical way. |
