RECRUITMENT NOTICE FOR A VACANT EXECUTIVE PUBLIC OFFICE
SOCIAL ASSISTANCE DIRECTORATE TÂRGU MUREȘ
announces
Organisation of a competition, with normal working hours, for the recruitment of the following executive civil servant :
- 1 legal adviser, 1st class, senior professional grade, in the Human Resources, Legal and Labour Protection Department of the Financial-Accounting, Human Resources, Administrative, Strategy and Programme Implementation Service
The competition will take place at the institution's headquarters, Tîrgu Mureș, Gheorghe Doja street no. 9, on 05 October 2023, 10 o'clock00 - written test.
The interview will be held no later than 5 days after the written test.
Applications for the competition may be submitted within 20 days from the date of publication of the notice on the institution's website and on the website of the National Civil Servants Agency, during the period 05.09.2023-25.09.2023 inclusive, and must contain the documents:
- a) the application form;
- b) curriculum vitae, common European format;
- c) copy of identity card;
- d) copies of diplomas, certificates and other documents attesting to specialisation and further training;
- e) a copy of the employment record book and of the certificate issued by the employer for the period worked, certifying seniority in employment and in the speciality of studies required for the post/function or for the exercise of the profession;
- f) a copy of the certificate attesting to the candidate's state of health, issued no more than 6 months before the competition by the candidate's family doctor;
- (g) a copy of the certificate attesting to a state of health suitable for physical exertion, in the case of public posts for which specific conditions involving physical exertion must be fulfilled and tested by means of an additional test;
- h) criminal record;
- (i) a declaration on their own responsibility, by completing the appropriate section of the application form, or a certificate stating that they are not a Security Service worker or collaborator, in accordance with the conditions laid down in the specific legislation.

Duties for the executive civil service post of legal adviser, first class, senior professional grade at Human Resources, Legal and Labour Protection Department of the Financial-Accounting, Human Resources, Administrative, Strategies and Programme Implementation Service of the Social Assistance Department of Targu Mures
- Represents the interests of the institution before the courts, notaries public, Court of Auditors, etc.
- He formulates applications, counterclaims, complaints, pleadings and other documents necessary for the performance of the activity, within the deadlines provided for by the legal provisions in force, in cases of high complexity.
- Studying the legal acts in order to keep young people up to date with the legislation in force
- Keeping track of disputes before the courts, representation, drafting of documents submitted to the court files
- It monitors the implementation of final and irrevocable judgments, after completion of the proceedings in which it has represented the interests of the territorial administrative unit
- Ensures the registration and processing of each petition within the legal time limit, as well as the archiving of requests and replies and the keeping of the in-out register up to date
- Verify and apply legal endorsement on documents and contracts issued by the Social Assistance Directorate
- Checks the legality of contracts concluded by the Social Assistance Directorate
- Develop operational procedures for the activities of the Social Assistance Directorate, so that they correspond in form and content to the model presented in SGG Order No 600/2018 on the approval of the Code of internal managerial control of public entities.
- Identifies and assesses the main risks, specific to the activities of the Social Welfare Directorate and draws up the risk register for all types of activities, ranking the risks and establishing measures to mitigate them.
- Is aware of and applies all measures for the implementation of the internal/managerial control system at Directorate level.
- It respects the operational procedure regarding the legal representation activity of the Social Assistance Directorate.
- Follows the operational procedure regarding the petitions activity
- He is obliged to respect the secrecy and confidentiality of his activity, under the terms of Law no. 514/2003 on the organization and exercise of the profession of legal advisor.
