Socio-medical services offered free of charge through Direcția de Asistență Socială Târgu Mureș
Through the project "Integrated approach to poverty and social exclusion for the benefit of marginalized communities in Tîrgu Mureș Municipality", co-financed by the European Social Fund through the Human Capital Operational Programme (POCU) 2014-2020, the Târgu Mureș Social Assistance Department, through the Medical Office and the Community Medical Assistance Service, offers free socio-medical services to vulnerable people and periodically informs the community about the provision of these services.
Beneficiaries Medical office are citizens domiciled in the Municipality of Targu Mures, without medical insurance and also not registered on the lists of a family doctor, with precarious material situation, who have the opportunity to access the following services offered free of charge:
- Consultations;
- Preventive and curative medicine activities;
- Support, counselling and family planning activities;
- Home care activities;
- First aid interventions in acute conditions;
- Palliative care activities.
Community healthcare from the Social Assistance Department of Targu Mures provides medical services to beneficiaries from the category of medically and socially vulnerable people or people at risk of social exclusion in the Municipality of Targu Mures. This service can be requested by people in the following situations:
- economic level below the poverty line and at risk of social exclusion;
- unemployment;
- low level of education;
- chronic diseases or end-stage diseases requiring palliative treatments;
- pregnancy;
- are under 18 years of age or of the third age;
- single-parent families;
- other groups identified as medically or socially vulnerable in the community (Roma);
- people belonging to vulnerable groups with medico-social problems;
- people with disabilities;
- people who need treatment at home and are not on a family doctor's list;
- people who do not have a family doctor;
- pregnant women at medical and social risk.
Activities carried out within the Community Health Care Service include:
- To carry out programmes and actions to protect and promote health and related health determinants;
- Provide primary and secondary prevention services to members of the community, especially to people belonging to vulnerable groups;
- Identifying persons not registered with family doctors and providing information about them to the family doctor, especially children and pregnant women, in order to obtain their insured status and ensure their access to medical services;
- Actively monitor the health of the infant and young child, promote breastfeeding and good nutrition practices;
- Identify, follow up and monitor pregnant women at medical or social risk in collaboration with the family doctor and his or her medical assistance, through regular home visits to pregnant women and infants;
- Identifying women of childbearing age who are vulnerable from a medical, social or poverty point of view and informing them about family planning and contraception services, as well as providing the necessary support in accessing these services;
- Making home visits for the care of the chronically ill or dependent patient and the elderly, especially the elderly alone;
- Medical and social counselling;
- Identifying and notifying the relevant authorities of cases of domestic violence, abuse, people with disabilities, and other situations requiring intervention by services other than community health care.
The headquarters of the two services are located in Târgu Mureș, str. Rozmarinului, nr. 36.
In addition to the two socio-medical services mentioned above, the Târgu Mureș Social Assistance Department also operates a Community Social Assistance Service, a Day Centre for minors and a Day Centre for recovery from addictions, all of which are part of the project "Integrated approach to poverty and social exclusion for the benefit of marginalized communities in the Municipality of Tîrgu Mureș".
