General conditions:
- has Romanian nationality or the nationality of another Member State of the European Union, of a State party to the Agreement on the European Economic Area (EEA) or of the Swiss Confederation;
- knows Romanian, written and spoken;
- has the capacity to work in accordance with the provisions of Law no. 53/2003 - Labour Code, republished, with subsequent amendments and additions;
- has a state of health appropriate to the post for which he/she is applying, as attested by a medical certificate issued by the family doctor or the competent health units;
- fulfil the conditions as to educational qualifications, length of service in the specialised field and, where appropriate, other specific conditions as required for the post advertised;
- has not been finally convicted of an offence against national security, an offence against authority, an offence against humanity, corruption, corruption in office, forgery, or an offence against the administration of justice, or an intentional offence which would make a candidate for the post incompatible with the exercise of the contractual function for which he/she is applying, unless he/she has been rehabilitated;
- he or she is not serving an additional sentence whereby he or she has been prohibited from exercising the right to hold the office, exercise the profession or trade or engage in the activity which he or she used to commit the offence or in respect of whom the security measure of prohibition from holding an office or exercising a profession has not been taken;
- has not committed the offences referred to in Article 1 para. (2) of Law no. 118/2019 on the National Automated Register on persons who have committed sexual offences, offences of exploitation of persons or offences against minors, as well as for the completion of Law no. 76/2008 on the organisation and functioning of the National System of Forensic Genetic Data, as amended, for the areas referred to in Art. (1) lit.)
The competition dossier must contain the following documents:
- the competition application form, in accordance with the model in Annex 2;
- a copy of your identity card or any other valid document proving your identity, according to the law;
- a copy of the marriage certificate or other document by which the change of name was realised, if applicable;
- copies of documents proving the level of studies and other documents proving that you have completed specialised studies, and copies of documents proving that you meet the specific conditions of the post required by the public authority or institution;
- a copy of your employment record book, a certificate issued by your employer for the period of employment, certifying your length of service and the speciality of studies required for the post;
- criminal record certificate or, where applicable, extract from criminal record;
- a medical certificate attesting that you are in good health, issued by your family doctor or authorised health centres no more than 6 months before the competition;
- a certificate of behavioural integrity showing that no offences referred to in Article 1 para. (2) of Law no. 118/2019 on the National Automated Register on persons who have committed sexual offences, offences of exploitation of persons or offences against minors, as well as for the completion of Law no. 76/2008 on the organisation and functioning of the National System of Forensic Genetic Data, as amended, for candidates registered for positions in the education, health or social protection system, as well as any public or private entity whose activity involves direct contact with children, the elderly, persons with disabilities or other vulnerable categories of persons or which involves physical examination or psychological assessment of a person;
- curriculum vitae, common European format.
The indicative model of the attestation referred to in point (e) is set out in Annex No 3 to H.G. No 1336/2022. The health certificate shall clearly state the number, date, name and capacity of the issuer, in the standard format established by order of the Minister of Health. For candidates with disabilities, in the case of a request for reasonable accommodation, the health certificate must be accompanied by a copy of the certificate of classification in a degree of disability, issued in accordance with the law.
The original of the documents required must also be presented in order to check the conformity of the copies.
Copies of the documents referred to in points (b) to (e) and a copy of the certificate of categorisation in a degree of disability must be submitted together with the original documents, certified as 'certified true copies' by the secretary of the selection board. The document referred to at (f) above may be replaced by a sworn statement concerning your criminal record. In this case, the successful candidate must, before the date of the practical test, complete the competition file with the original of the document referred to at (f).
The competition files shall be submitted to the human resources department or, as the case may be, to the department in charge of organising and conducting the competition or may be sent by candidates by Romanian Post, courier service, electronic mail or the IT platforms of public authorities or public institutions within the deadline provided for in Article 34. If candidates send their application files by post, courier service, electronic mail or the IT platforms of the public authorities or institutions, they will receive their unique identification code at an e-mail address communicated by them and must present the documents referred to in paragraph 34 to the secretary of the selection board. (1)(b) to (e) in originals for certification throughout the competition, but no later than the date and time of the written/practical test, where applicable, failing which they will be deemed not to have been issued with their administrative recruitment document.
The transmission of documents by electronic mail or through the IT platforms of public authorities or public institutions shall be in .pdf format with a maximum volume of 1 MB, documents being accepted only in legible form.
The competition will be organised at the headquarters of the Directorate of Social Assistance Targu Mures, Gheorghe Doja Street, no.9 and will consist of:

DUTIES:- specialised inspector I
- respects the privacy statement concerning data about children and activities in the centre;
- comply with the obligations entered into by signing the individual employment contract;
- comply with the PSI rules and work protection instructions under their own signature and participate in theoretical and practical training;
- collaborates and communicates with all the services of the Social Welfare Department;
- comply with the provisions of the legislation in force in the field of activity and act accordingly;
- ensures the fulfilment of the stages in the process of providing social services in compliance with the provisions of the law, the applicable minimum quality standards;
- participates in the development and implementation of programmes aimed at informing public opinion and intervening on issues related to the respect and protection of children's rights;
- initiates and/or maintains collaboration with other public institutions as well as authorized private bodies active in the field of child rights protection in order to identify resources for case resolution;
- follows the specific working methodology and strategy of the service to which it belongs;
- respect the confidential nature of information on specific activities;
- is responsible for the quality and correctness of the work it produces;
- prepares and submits activity reports, periodically and at the request of line managers;
- understands and is aware of the legislation in force on social assistance for disadvantaged people;
- complies with the D.A.S. Organisational and Operational Regulations;
- communicates and informs the parents of the children in the day centre programme about the child's activities, providing them with the informational, instrumental and emotional support they need;
- plans individualised activities for children to meet their educational/recovery and counselling needs through a service plan;
- collaborates with the services of the D.A.S. in the development of activities in this field;
- determines, in accordance with the psychotherapeutic objectives of recovery, the working method and training programmes for the beneficiaries;
- assesses the needs of the beneficiaries in the day centre in collaboration with the multidisciplinary team;
- draws up and updates the documentation related to the needs of the beneficiaries in the day centre's programme and records all the aspects observed;
- draws up activity reports and other situations, periodically and at the request of the hierarchical heads or other authorised institutions;
- collaborates permanently with the multidisciplinary team in the implementation of the activity plan;
- has appropriate dress and behaviour towards colleagues, beneficiaries and carers;
- is forbidden to verbally or physically assault beneficiaries;
- makes proposals to improve the work with a view to increasing the quality of service and compliance with the law carries out other assessments in situations involving components;
- can organise round tables within the framework defined by its competences;
- is responsible for any failure to fulfil the prerogatives of the function, for any breaches of professional ethics and professional deontology;
- fulfils any other attributions established by law or other normative acts, by Decisions of the Local Council, by provisions of the DAS Târgu Mureș.

- follows the specific working methodology and strategy of the service to which it belongs;
- respect the confidential nature of information on specific activities;
- comply with the internal rules;
- is responsible for the quality and correctness of the work it produces;
- prepares and submits activity reports, periodically and at the request of line managers;
- understands and is aware of the legislation in force on social assistance for disadvantaged people;
- complies with the D.A.S. Organisational and Operational Regulations;
- organises group activities, according to the needs of the children, stimulating the free expression of opinion, contributing to team spirit education, promoting mutual support and communication between children;
- organises and animates leisure activities: sports, cultural, domestic, tourist, games, etc.
- helps the child to develop positive relationships with others: parents, staff and other professionals involved in the centre's activities;
- encourages children to express their views on all matters that concern them;
- respects, in the interaction with the child, the basic values of a quality human relationship: warmth and affection, clear and well-defined boundaries;
- approaches relationships with children or a group of children in a non-discriminatory way, without antipathy and favouritism; observes, recognises and encourages the positive aspects of the child's behaviour; does not judge or label the child; negotiates and offers rewards to the child; develops in the child a sense of responsibility, taking responsibility for the consequences of his/her actions; conveys to the child through verbal and non-verbal messages that he/she is always by his/her side; sets limits in the relationship with the child and ensures that they are accepted by the child;
- report any attempt or situation of abuse, neglect or exploitation of the child to the management/multidisciplinary team of the centre;
- knows and follows the working procedures by which he/she receives, records and participates in dealing with enquiries and complaints from children and parents;
- participates in regular meetings organised at service level;
- is responsible for any failure to fulfil the prerogatives of the function, for any breaches of professional ethics and professional deontology;
- fulfils any other attributions established by law or other normative acts, by Decisions of the Local Council, by provisions of the DAS Târgu Mureș.
DUTIES:- labourer I
1.respects the confidentiality statement regarding data about children and activities in the centre;
2.respects the obligations assumed by signing the individual labour contract;
3.comply with the PSI rules and labour protection instructions under own signature and participate in theoretical and practical training;
4.collaborates and communicates with all the services of the Social Assistance Department;
5.respects the provisions of the legislation in force in the field of activity and acts accordingly;
6.complies with the specific working methodology and strategy of the service to which he/she belongs; ensures security and order in the centre during the service, controls and supervises the access of strangers to the unit; ensures the maintenance and use in appropriate conditions of the objects/assets in the institution; is responsible for informing the persons in charge immediately of any malfunction; is responsible for the quality of the work he/she carries out; on leaving the premises, for whatever reason, leaves the equipment clean and the other means he/she has used in good condition; does not perform any additional tasks related to his/her work unless it comes from authorised persons and if it comes through the hierarchy and is in accordance with the legal provisions.
7.respect the confidentiality of information on specific activities;
8.respects the Organisational and Functioning Regulation of the D.A.S.;
9.is responsible for failure to fulfil the duties, for any deviations from professional ethics and deontology;
10.fulfils any other duties established by law or other normative acts, by decisions of the Local Council, by provisions of the DAS Târgu Mureș.
